David Biglari

David Biglari is Assistant Vice President of Strategic Initiatives for the Department of Planning and Facilities Management (PFM), overseeing strategic projects across the various units within the PFM portfolio, collaboration across university divisions, and external partner and community relationships. He also supports department process optimization, project management, and communication.

David joined PFM in 2021 as its Chief of Staff and Executive Director of Corporate Partnerships. During his time with the department he has served as a conduit that has helped propel initiatives forward while also professionalizing the many services within our portfolio. He began his career at GU in 2019 as a manager with our internal consulting team, the Business Design & Optimization Group (BDOG). In that role, he supported many initiatives, most notably, the project management of the university’s COVID-19 response. David is no stranger to higher education having served at four institutions over 20 years including George Washington University where he was a Director of Marketing and Communication before joining GU and Towson University where he was Assistant Dean of the College of Business and Economics. David earned his MBA from Towson University/University of Baltimore and is a certified project management professional.
