Harbin Terrace Construction
Project Overview
A waterproofing and site improvement project is underway on the Harbin Terrace. The first phase of this project has been completed and all of the fencing has been removed. The terrace is now open and fully operational.
Impact
The additional phases of this project are expected to have minimal impacts. Community members can expect to see a construction fence on portions of the Harbin Terrace on and off until completion in August 2025. Additional impacts to Harbin residents will be communicated as needed.
Project Phases
The project is expected to be completed during Summer 2025 and spread out in several phases, outlined below.
Phase 1:

Phase 2
Duration: August 2024 – December 2024
There will be continued waterproofing and structural repairs. In addition, there will be increased WiFi access and power outlets installed. Movable site furniture will be added.
Phase 3
Duration: Winter Break 2024
In the third phase, we will install planted trays on the terrace to reduce the stormwater runoff, stormwater management measures in the area east of the pavement, and piping for an irrigation system. Lighting will be installed along with additional site furnishings. Impacts will be communicated forthcoming.
Phase 4
Duration: Summer 2025
In this final phase, there will be structural repairs to the stairs and a shade structure will be added to the north seating area along with an accessible ramp at the residential building entrance.

Site Improvements
- Synthetic turf on the terrace
- New outdoor furnishings including planters, modular seating, lighting and shade structures
